Executive Summary

The purpose of this NOFO is to support an implementation research study to evaluate strategies to increase HIV pre-exposure prophylaxis (PrEP) use among Black/African American (Black) cisgender women in the United States. The recipient should implement and evaluate strategies in healthcare clinics to increase PrEP provision by healthcare providers and PrEP use by Black cisgender women. The recipient should compare the effectiveness of the implementation strategies using patient-level, longitudinal electronic health record (EHR) data pre- and post-implementation and should compare the effectiveness of different implementation strategies between clinics, if appropriate and feasible. The primary outcome should be increased PrEP initiation among Black cisgender women, and the secondary outcomes should be increased adherence to, and persistence with, PrEP. The recipient should evaluate the implementation strategies using an implementation science framework such as the RE-AIM (Reach, Effectiveness, Adoption, Implementation, Maintenance) framework. The recipient should be a provider of healthcare services with multiple sites or should partner with a healthcare organization that provides healthcare services with multiple sites, including primary care and sexual and reproductive care clinics, in communities with high rates of HIV diagnoses among Black cisgender women. The recipient should ensure that clinical PrEP services are provided in accordance with current CDC PrEP guidelines. The research project awarded under this NOFO should support achieving the goals of the National HIV/AIDS Strategy 2022-2025, Ending the HIV Epidemic in the U.S. (EHE) initiative, and Healthy People 2030.
